Deploy to strengthen the prevention and control of African swine fever

A few days ago, the General Office of the State Council issued the "Opinions on Strengthening the Prevention and Control of African Swine Fever" (hereinafter referred to as the "Opinions"), deploying to strengthen the prevention and control of African swine fever and comprehensively improve the ability to prevent and control animal diseases.

The "Opinions" pointed out that the CPC Central Committee and the State Council attach great importance to the prevention and control of African swine fever. For a period of time, relevant departments in various regions have continued to strengthen prevention and control measures and achieved phased results. However, there are still many weak links in the supervision of the pig industry chain, there are still shortcomings in the epidemic prevention capability, and the prevention and control situation is still complicated and severe.

The "Opinions" put forward requirements for comprehensively strengthening the supervision of all links in the pig industry chain. The first is to strengthen the supervision of epidemic prevention of pig farms (households). We will further promote the standardized large-scale breeding of live pigs, improve the biosecurity prevention level of pig farms (households), and implement key prevention and control measures. The second is to strengthen the management of kitchen waste. Implement unified collection, closed transportation, centralized treatment, and closed-loop supervision of kitchen waste, and refine and improve the management responsibilities of the entire chain. The third is to standardize the quarantine management of pig production areas. Reasonably arrange the quarantine inspection and inspection points at the place of origin, and implement the main responsibility of the owner of the quarantine declaration at the place of origin. The fourth is to strengthen the management of live pigs and live pig products. Strengthen the management of transportation vehicles, establish a designated channel transportation system, and strengthen the supervision of the transportation process. Fifth, strengthen the supervision of live pig slaughtering. Fully equip official veterinarians in live pig slaughtering plants (farms), explore the establishment of a contracted veterinarian or co-inspector system; urge and guide live pig slaughtering plants (farms) to strictly implement various prevention and control measures, and increase qualification review and clean-up efforts. The sixth is to strengthen the supervision of the processing and operation of live pig products. Supervise and urge pork product processing enterprises to carry out testing on their own or commissioned raw pig products that have not been tested for African swine fever virus; strengthen supervision and inspection of processing and operation links, and intensify efforts to crack down on violations of laws and regulations in circulation. Seventh, strengthen regionalization and entry and exit management. Accelerate the implementation of regional prevention and control, reduce the risk of cross-regional spread of the epidemic, and encourage the creation of African swine fever-free areas and communities; pay close attention to the international situation of African swine fever, strengthen entry and exit inspection and quarantine, and combat smuggling.

The "Opinions" emphasize the need to strengthen the construction of animal epidemic prevention systems and the implementation of responsibilities. Stabilize the team of grass-roots institutions, establish and improve animal health supervision institutions and animal disease prevention and control institutions, and ensure animal epidemic prevention work funds and special business funds; promote the implementation of animal and plant protection capacity improvement project construction plans, and make up for the shortcomings of animal epidemic prevention facilities and equipment. It is necessary to stabilize the development of live pig production and maintain the normal circulation order of the live pig market. Temporary production assistance will be implemented for large-scale pig farms (households) in large counties whose pigs are more affected, and short-term loan discount support will be given to eligible large-scale pig farms (households). It is necessary to rationally plan and effectively guarantee the land supply for the development of large-scale pig farms (households) and the construction of related supporting facilities, and accelerate industrial transformation and upgrading.
